What the license means

Consistent language

Scope can be organized with a recognized construction classification framework instead of a private set of labels that only one system understands.

Traceable suggestions

A proposed classification remains connected to the source text and can be reviewed in context before it becomes part of the working record.

Human authority

The framework supports organization. It does not decide what is included, choose a vendor, set a price, approve a proposal, or send anything to a customer.

Boundaries

What the license does not mean

A standards license is not an endorsement of Qwotra by CSI or Construction Information Network, LLC. It is not a project audit, a design review, a code-compliance opinion, or a guarantee that a classification is correct for a particular bid. Qwotra does not present the standards publisher as the author of a contractor's scope decisions.

Construction language is precise, but a label cannot replace commercial judgment. A division or classification can help a reviewer find related work while the estimator still decides whether that work is included, excluded, carried, assigned to another party, or unresolved. That distinction is why Qwotra keeps the source and review state visible.
